In response to the COVID-19 pandemic, the Center for Employment Opportunities (CEO) and its partners implemented the Returning Citizens Stimulus (RCS) program.
Distributing over $24M to 10,500+ people, RCS is the largest direct-cash transfer program for formerly incarcerated individuals in history.
Following the program’s success, individual recipients and service providers organized to form the Coalition for Reentry Cash.
In 2023, the Coalition launched the cash+ campaign: a multi-state initiative to advance policy change and secure meaningful financial support for all people returning to communities after release from incarceration.
